PREAMBLE
WHEREAS, ragging is a grave violation of human rights and professional ethics and has been strictly prohibited by the National Medical Commission (NMC) through the National Medical Commission (Prevention and Prohibition of Ragging in Medical Colleges and Institutions) Regulations, 2021 (as amended from time to time);
AND WHEREAS, the said Regulations mandate medical colleges and institutions to establish appropriate institutional mechanisms, including committees, squads, cells and monitoring arrangements, to prevent, prohibit and eliminate ragging in all its forms;
AND WHEREAS, Netaji Subhas Medical College and Hospital (NSMCH), Amhara, Bihta, established by Sitwanto Devi Mahila Kalyan Sansthan, has already constituted an Anti-Ragging Committee and Anti-Ragging Squads;
NOW, THEREFORE, the Principal and Governing Body of NSMCH hereby constitute this Monitoring Cell on Ragging.
1. SHORT TITLE, COMMENCEMENT AND APPLICATION
1.1 This document shall be called the “Constitution of the Monitoring Cell on Ragging of Netaji Subhas Medical College and Hospital, Amhara, Bihta”.
1.2 It shall come into force from the date of approval by the Principal and Governing Body of NSMCH.
1.3 It shall apply to all students, faculty, non-teaching staff, residents, interns and any other persons connected with NSMCH.
2. OBJECTIVES AND FUNCTIONS OF THE MONITORING CELL
2.1 Objectives
- To provide institutional oversight and continuous monitoring of all anti-ragging measures.
- To ensure effective compliance with NMC and UGC Regulations.
- To review periodically the measures taken by NSMCH to prevent ragging.
- To collect, examine and analyse reports and data relating to anti-ragging activities.
- To act as an institutional link between the College administration and external agencies.
2.2 Functions
- Monitoring and Oversight
- Monitor the functioning of the Anti-Ragging Committee and Anti-Ragging Squads.
- Ensure that the Anti-Ragging Committee is constituted as per NMC Regulations.
- Ensure that Anti-Ragging Squads remain active.
- Compliance and Reporting
- Verify compliance with statutory and regulatory requirements.
- Ensure timely submission of reports and compliance information.
- Review institutional responses to advisories issued by authorities.
- Review of Incidents and Actions
- Maintain and review consolidated data relating to complaints and inquiries.
- Review serious incidents and recommend corrective measures.
- Examine whether punishments awarded are proportionate.
3. CONSTITUTION AND COMPOSITION OF THE MONITORING CELL
3.1 Mandatory Constitution
- The Monitoring Cell on Ragging is hereby constituted as a permanent institutional body.
- The Monitoring Cell shall be reconstituted every academic year.
- The Principal/Dean shall issue a formal written order notifying the composition.

Note: The exact names of the members shall be specified in the notification order issued each year by the Principal.
4. MEETINGS, QUORUM AND PROCEDURE
4.1 Frequency of Meetings
- The Monitoring Cell shall ordinarily meet at least twice in each academic semester.
- Special meetings may be convened by the Chairperson whenever required.
4.2 Notice and Agenda
- At least seven days’ notice shall be given for a regular meeting.
- In urgent matters, the notice period may be curtailed.
4.3 Quorum
- The quorum shall be not less than one-third of the total members.
- If quorum is not met, the meeting may be adjourned and reconvened.
5. RELATIONSHIP WITH ANTI-RAGGING COMMITTEE
- The Monitoring Cell shall function as an oversight and review body.
- The Anti-Ragging Committee shall continue to be the primary body for inquiries.
- The Monitoring Cell may review records where systemic issues are suspected.
6. TENURE, VACANCIES AND AMENDMENTS
6.1 Tenure of Members
- Members shall hold office for a period of one academic year.
- Members may be re-nominated or replaced.
6.2 Vacancies
- Vacancies shall be filled by fresh nomination.
- The existence of any vacancy shall not invalidate proceedings.
6.3 Amendments
- This Constitution may be amended by the Principal and Governing Body.
- All amendments shall be notified in writing.
7. SAVING AND INTERPRETATION
- In case of inconsistency with NMC or UGC Regulations, the Regulations shall prevail.
- This Constitution shall be read harmoniously with the Anti-Ragging Committee Constitution.
- Any doubt in interpretation shall be referred to the Principal.
8. EFFECTIVE DATE AND VALIDITY
- This Constitution shall come into effect from the date of adoption.
- This Constitution shall remain in force until amended or superseded.
- The first Anti-Ragging Committee and Squad constituted under this Constitution shall take office from the specified date.
