
WHEREAS, ragging constitutes one of the worst forms of human rights violations that inflicts serious psychological and physical harm upon students and is antithetical to the values of discipline, civilized behavior, and academic excellence;
AND WHEREAS, the National Medical Commission (NMC) through its Regulations on Prevention and Prohibition of Ragging in Medical Colleges/Institutions, 2009 (as amended from time to time) has mandated the constitution of Anti-Ragging Committees and Anti-Ragging Squads in all medical colleges;
AND WHEREAS, the University Grants Commission (UGC) Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009 (as amended in 2016 and 2024) provides the regulatory framework for prevention and prohibition of ragging;
AND WHEREAS, Netaji Subhas Medical College and Hospital (NSMCH), Amhara, Bihta, established by Sitwanto Devi Mahila Kalyan Sansthan, is committed to providing a safe, secure, and ragging-free environment for all students, staff, and stakeholders;
NOW, THEREFORE, the Principal and Governing Body of Netaji Subhas Medical College and Hospital hereby constitute this Anti-Ragging Committee in accordance with the NMC Regulations, UGC Regulations, and applicable laws to prevent, prohibit, and eliminate ragging from the institution.
In this Constitution, unless the context otherwise requires:
Physical or psychological harm
Abuse, intimidation, or wrongful confinement
Causing fear, apprehension, shame, or embarrassment
Any other act that violates the dignity of a student
Ragging constitutes one or more of any of the following acts:
Any act causing bodily harm or danger to health
Assault, forcible confinement, stripping, or sexual abuse
Forcing students to perform physical exercises or stand for prolonged periods
Any act of verbal abuse, intimidation, or threats
Causing mental trauma, anxiety, or fear
Humiliation or ridicule in public or private
Intruding into the privacy of students
Forced entry into rooms or personal spaces
Invasion of personal belongings
Demanding money, valuables, or services
Forcing students to incur expenditure
Unauthorized taking of possessions
Preventing students from attending classes
Interference with academic performance
Forcing students to perform academic tasks for seniors
Excluding students from social activities
Boycotting or ostracizing students
Creating hostile environment
Sending abusive or threatening messages via social media, WhatsApp, email, or other digital platforms
Posting humiliating photos, videos, or content online
Creating fake profiles or spreading rumors
Any conduct of sexual nature including physical contact, remarks, or gestures
Showing pornography or making sexually colored remarks
Sexual abuse or exploitation
Any act that violates the dignity and self-esteem of a student
Any practice that creates a sense of fear or apprehension
Any conduct that adversely affects the physical or psychological health of a student
The primary objectives of the Anti-Ragging Committee are to:
The Anti-Ragging Committee shall perform the following functions:
Formulate and recommend anti-ragging policies for the College
Develop standard operating procedures for handling ragging complaints
Ensure display of anti-ragging policies at prominent locations
Organize orientation programs for freshers on anti-ragging measures
Conduct awareness campaigns through posters, banners, and digital media
Sensitize faculty, staff, and senior students about ragging prevention
Disseminate information about anti-ragging helplines and complaint mechanisms
Oversee functioning of the Anti-Ragging Squad
Monitor vulnerable locations such as hostels, corridors, and isolated areas
Conduct surprise inspections of hostels and campus areas
Review CCTV footage and surveillance reports
Receive written or oral complaints of ragging from victims, parents, or witnesses
Conduct preliminary inquiry into allegations of ragging
Forward serious cases to appropriate authorities including police
Maintain confidentiality of complainants and protect from retaliation
Constitute inquiry sub-committees as necessary
Examine complainants, witnesses, and accused students
Collect and evaluate evidence including medical reports, digital evidence, and witness statements
Prepare detailed inquiry reports with findings and recommendations
Recommend disciplinary action against students found guilty of ragging
Recommend counseling and support for victims
Recommend preventive measures to the Principal
Monitor implementation of recommendations
Maintain detailed records of all complaints and inquiries
Submit annual report to the Principal and Governing Body
Report ragging incidents to NMC, UGC, State Government, and Police as mandated
Upload information on institutional website and anti-ragging portal
Coordinate with local police, civil administration, and parents
Liaise with Anti-Ragging Helpline (UGC) and other agencies
Interact with NMC on compliance matters
Maintain contact with NGOs working on anti-ragging initiatives
The Anti-Ragging Committee is hereby constituted as a permanent statutory body within Netaji Subhas Medical College & Hospital in accordance with NMC Regulations and UGC Guidelines.

Accused shall be given opportunity to present defense
Accused may be accompanied by a faculty member or parent (not a lawyer)

Depending on the nature and gravity of ragging, the following punishments may be imposed on students found guilty:
Written apology
Community service
Suspension from classes for up to 7 days
Withholding scholarship or financial concessions
Debarring from representing the College in events
Suspension from College for up to one semester
Rustication for specified period
Cancellation of hostel admission
Debarring from examinations for one or more semesters
Withholding results
Fine up to Rs. 25,000/-
Expulsion from the College and consequent debarring from admission to any other institution
Cancellation of admission and debarring from pursuing education for specified period
Withholding or withdrawal of scholarship/fellowship
Lodging FIR with police under relevant provisions of IPC
Collective punishment if ragging involves group of students
Publication of names and photographs of guilty students on College website and notice boards
Physical violence or sexual harassment
Grievous hurt or danger to life
Mental trauma requiring psychiatric intervention
Use of criminal force or criminal intimidation
The Principal shall immediately lodge FIR with police under relevant sections including:
Section 115 BNS (Voluntarily causing hurt)
Section 127 BNS (Wrongful confinement)
Section 351 BNS (Criminal intimidation)
Section 352 BNS (Intentional insult with intent to provoke breach of peace)
Sections 75 & 76 BNS (Sexual harassment)

All first-year students shall undergo anti-ragging orientation within first week of admission
